January 2024 Update
NSF, on behalf of the National Science and Technology Council (NSTC) Research Security Subcommittee, published OMB approved forms for the , , and. The final forms conclude NSTC's work over the past several months to develop common disclosure forms for Federal research and development (R&D) grants and cooperative agreements as specified in the NSPM-33. In response to a joint association comment letter submitted on September 11, 2023, the final forms included important changes, including the removal of inconsistencies in the Summary of In-Kind Contributions and alignment of the Malign Foreign Talent Recruitment Program definition with the CHIPS & Science Act. NSF expects to implement the common forms in accordance with PAPPG 24-1 (anticipated effective March 2024). NIH has not specified when it will implement the forms. Any agency-specific changes to the forms must be approved by OIRA/OMB. ORSP will continue to monitor how agencies harmonize disclosure requirements through timely implementation of the OMB approved common forms.
